It is a four-week MOOC that aims to raise awareness of the 100-day mechanism, which aims to develop innovative solutions and achieve a sustainable future.

The course is designed for government employees who are interested in learning more about innovation, and who aspire to improve their institutions' performance. It offers innovative methods and tools to inspire innovative ideas and find solutions to the challenges that face government entities.

The Mohammed Bin Rashid Centre for Government Innovation, in collaboration with the UK Design Council, has developed the Arabic version of the recently launched Systemic Design Toolkit by the Design Council. The toolkit includes 11 innovation tools that cover the stages of systemic design and encourages individuals to adopt a holistic approach when addressing complex and interconnected challenges—such as environmental issues, healthcare, and urban development. These types of challenges require solutions that go beyond traditional problem-solving methods by considering how different factors and stakeholders influence one another, thereby fostering the development of comprehensive and sustainable solutions. The toolkit also enhances the innovation process by offering a structured way to creatively address challenges and promotes cross-disciplinary and cross-sector collaboration, allowing for the exchange of diverse perspectives and expertise in tackling interconnected issues.

The Gov. Tech. 5.0 report includes 11 pioneering models of emerging technology applications in the government sector from various countries around the world. Its aim is to share governmental knowledge and enable entities to find innovative solutions that enhance their future readiness and positively impact government performance and society. The report seeks to enrich governmental knowledge by highlighting the best international experiences in the fields of digital and technological transformation, reflecting the center’s vision to empower government entities to anticipate the future and adopt innovative and flexible operating models.

In 2015, the UAE Government launched the first Government Innovation Framework. This
framework introduced the Innovation Process and the seven Stages of Innovation. Since
then, Government entities have created thousands of innovations, innovations that have
touched the lives of everyone in the UAE.
As we strive towards achieving our national agenda, and driven by the vision of H.H. Sheikh
Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler
of Dubai, we recognize that the world is continuously changing. The world of today brings
different types of challenges and increasing uncertainty.
Public sector innovation itself is changing, bringing in new ideas, and new tools have
emerged. The role of public sector innovation has taken center stage, and has become
more strategic. The first edition of this framework remains valid and a useful tool for
practitioners. This second edition, renamed the “UAE Public Sector Innovation Framework”,
was created to keep up with the evolving challenges and mindsets required in the public
sector. It complements the first edition and brings additional tools and approaches for this
new phase of the innovation journey.
The UAE Public Sector Innovation Framework has been updated to be more strategic
and focused on impact and outcomes, and to better align with the machinery of UAE
Government. The role of the Chief Innovation Officer has been empowered, giving them the
tools and authorities needed to deliver the innovation agenda.
While elements of the first edition of the framework have been updated, such as processes
related to planning and funding innovation, many of the tools, guidance and checklists of
the first edition remain valid.
The Mohammed Bin Rashid Centre for Government Innovation remains available to support
entities as they innovate and create a better future for all.
